From all the series of these memoranda (Layihalar), asked by Selim III, an abridged treatise was compiled, containing the parts of the individual memoranda which pertain to army reform, brought together under thematic categories (army, military stipends, auxiliary forces and artillery, cavalry). The abridged treatise published by Karal is preserved in two copies:

Çavuşbaşı Mehmed Raşid Efendi (previously reisülküttab) also praises the old system of janissaries, with their recruitment from the provinces and their intensive training; his proposal is to recruit youths in the same old way (devşirilüp), but to train them with discipline and order (Ka420-422). He laments the corruption in the janissary officers’ revenue and suggests stratagems to impose order and honesty in the military wages (Kc342-344). The situation of auxiliary troops is even worse, and thus their system has to be wholly reformed (Kc351-Kd424, 427-428).
