From all the series of these memoranda (Layihalar), asked by Selim III, an abridged treatise was compiled, containing the parts of the individual memoranda which pertain to army reform, brought together under thematic categories (army, military stipends, auxiliary forces and artillery, cavalry). The abridged treatise published by Karal is preserved in two copies:

Hacı İbrahim Efendi favours the continuous recruitment of provincial officials’ retinue, trained either in the provinces or in specially assigned barracks in Istanbul; as for the janissaries, a honest and experienced agha should be chosen (bi’l-intihab) to impose gradually discipline and order (Kb106-107). Again by selection (bi’l-intihab) officers of the other military bodies (armourers, gunners etc.) should purge them from corruption (Kc344, 345; Kd424 for the stipends of these troops), while the cavalry troops should also be looked after in the same way (Kd428-429).
