From all the series of these memoranda (Layihalar), asked by Selim III, an abridged treatise was compiled, containing the parts of the individual memoranda which pertain to army reform, brought together under thematic categories (army, military stipends, auxiliary forces and artillery, cavalry). Rasih Efendi suggests the translation of European books on the arts of war and the continuous training of the army (“restoring the nomadic conditions in the time of settled life”, vakt-ı hazarda askerimize bedeviyet hâlâtını kesb), with the help of military emissaries from the friendly European countries. Furthermore, the old regulations should be renewed and enforced according to the needs of the present (şimdiki mizac-ı vakte göre, zaruret-i zamana ve iktiza-yı vakta göre), if necessary (Kb107-108). He also proposes detailed measures for securing that the stipends go only to those entitled (Kc348-350). As for the artillery troops, their numbers could be reduced to one half with a respective rise in their wages (Kd425-427).
